On Feb 1, 2024, SCO Deputy Secretary-General Grigory Logvinov addressed the participants in the opening ceremony of the SCO Digital Forum in Almaty, Republic of Kazakhstan, at the invitation of the Ministry of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan.

Minister of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan Bagdat Musin and Head of Almaty Yerbolat Dosayev also welcomed participants in the event.

The idea to hold the SCO Digital Forum was proposed by President of the Republic of Kazakhstan Kassym-Jomart Tokayev during an online meeting of the SCO Heads of State Council, held under the chairmanship of the Republic of India on July 4, 2023.
