In order to promote the implementation of the achievements and consensus of the first International Medical Innovation and Cooperation Forum in 2019 and fully contribute to the building of a global community of health for all, the Good-Neighborliness, Friendship and Cooperation Commission of the Shanghai Cooperation Organization and the People's Government of Guangxi Zhuang Autonomous Region of China jointly hosted the 2025 International Medical Innovation and Cooperation Forum in Fangchenggang City from April 28 to April 30. More than 400 representatives, including state leaders, officials from health authorities, experts and scholars in the fields of medicine and healthcare, and heads of medical institutions and pharmaceutical enterprises from SCO member states, observer states, dialogue partners as well as ASEAN countries, conducted in-depth exchanges under the theme of "Medical Innovation and Sharing for Sustainable Development for Health" and reached extensive consensus. To consolidate the achievements of the Forum, we jointly issue the following initiatives:

1. We highly appreciate the important role played by Fangchenggang International Medical Opening-up Pilot Zone in promoting medical innovation and cooperation among SCO countries and ASEAN countries.

2. We propose to facilitate international exchanges on healthcare security policies, promote coordinated regional development in healthcare, medical insurance, and pharmaceuticals, and better serve the high-quality Belt and Road Cooperation.

3. We support the regulated and standardized development of medical technologies, and strengthening exchanges and cooperation in such fields as cutting-edge medical technologies, clinical precision diagnosis and treatment, and the artificial intelligence medical industry, to promote medical technology innovation and clinical application.

4. We support the protection of the diversity of medicinal animal and plant resources and their sustainable development and utilization, deepen international cooperation in traditional medicine, and promote the sustainable development of the international traditional medicine industry.

5. We propose to jointly enhance the governance of food safety and nutrition health guided by the principle of health, contributing to the high-quality development of the food industry and trade to promote fair access to nutrition and health rights for people of all countries.
