At the opening ceremony of the Global Mayors Dialogue · SCO Summit Cities on Tuesday, former SCO secretary-general Rashid Alimov praised cities that have hosted SCO summits as "high-tech centers and platforms for future development". He called for a new designation — the "SCO Science and Technology Capital" — to foster technological breakthroughs among SCO member states.
